The Joker is back with a vengeance, and Gotham's newest Dark Knight needs answers as he stands alone to face Gotham's most infamous Clown Prince of Crime.

Two parallel stories are told. In the first, a group of research scientists from a variety of backgrounds are investigating the strange appearance of items in remote locations, primarily desert regions. In continuing their investigation, one of the lead scientists, a Frenchman named Claude Lacombe, incorporates the Kodály method of music education as a means of communication in their work. The response, in turn, at first baffles the researchers, until American cartographer David Laughlin deciphers the meaning of the response. In the second, electric company lineman and family man Roy Neary and single mother Jillian Guiler are among some individuals in Muncie, Indiana who experience some paranormal activity before some flashes of bright lights in the sky, which they believe to be a UFO. Roy becomes obsessed with what he saw, unlike some others, especially in some form of authority, who refuse to acknowledge their belief that it was a UFO in not wanting to appear crazy. Living under the care of his uncles: The Ghostly Trio, Casper has been letting them push him around and making his afterlife miserable by having him do chores for them while they are scaring "fleshes" for their amusement. While decide to go they are on vacation, Casper meets with a good little witch girl named Wendy, whom she and her bewitching aunts are on the run from an evil warlock: Desmond Spellman who attempts on destroying her after discovering that she will be a greater witch than him. Like Casper, Wendy is a kind witch who also have her relatives mistreating her. The two become good friends as they discover that ghosts and witches are each others worst enemies, so they come up with a plan to make their elders pair up to one another. Once Desmond comes into town, he determines to destroy Wendy at once. It is now up to Casper to do what he can to save his friend from the villainous warlock.

Harry Caul is a devout Catholic and a lover of jazz music who plays his saxophone while listening to his jazz records. He is a San Francisco-based electronic surveillance expert who owns and operates his own small surveillance business. He is renowned within the profession as being the best, one who designs and constructs his own surveillance equipment. He is an intensely private and solitary man in both his personal and professional life, which especially irks Stan, his business associate who often feels shut out of what is happening with their work. This privacy, which includes not letting anyone into his apartment and always telephoning his clients from pay phones is, in part, intended to control what happens around him. His and Stan's latest job (a difficult one) is to record the private discussion of a young couple meeting in crowded and noisy Union Square. Dorsey loses himself in this woman role and essentially becomes Dorothy Michaels, captivating women all around the city and inspiring them to break free from the control of men and become more like Dorsey's initial identity. This newfound role, however, lands Dorsey in a hot spot between a female friend/'lover,' a female co-star he falls in love with, that co-star's father who falls in love with him, and a male co-star who yearns for his affection. Because the Mayor of the area welcomed everyone including mainlanders to the Surfing Contest, the Wiki Tiki spirit was angered. Thus starts a series of gimmicks and a war against the opposition, particularly after they are visited by a corporate thug.
